Clinical Priorities Plan

A Clinical Priorities Plan (CPP) is a strategic document that outlines a hospital's key clinical focus areas to improve patient care, outcomes and overall health system performance. It identifies specific priorities based on factors such as community health needs, emerging health care trends, resource availability and organizational goals. To learn more about the unique and evolving region we care for and how these factors are shaping the future of Osler, read the 'our community' section (pages 4-6) of our 2024-29 Strategic Plan. By providing clear objectives and measurable targets, it helps guide decision-making in alignment with organizational strategic directions and fosters collaboration among healthcare teams to deliver high-quality, people-centered care.

Osler’s 2024-27 CPP will help us deliver on our bold new Vision of 'world-class health care inspired by our people and communities'. It was developed with input from staff, physicians, clinical leaders, and patients and families and aligns with our new 2024-29 Corporate Strategic Plan and the Central West Ontario Health Team Strategic Plan.

Osler’s CPP has a direct impact on how and where we deliver care, with the goal of optimizing patient outcomes, further enhancing community partnerships, delivering care closer to home, and fostering a positive and meaningful work experience.

The CPP is guided by Osler’s five strategic directions—People and Culture, Quality Excellence, Health System Leadership, Organizational Effectiveness and Research and Academics—and the following four key principles:

  • Population growth is increasing health care demands and we must develop innovative models of care to increase health service capacity.
  • Osler’s community is young, racialized and aging. We must respond to the unique health needs of our population and deliver culturally appropriate services.
  • Care close to home is essential.
  • Technology will rapidly change healthcare and we must leverage it to improve patient care and provider experience.

Relentlessly pursuing world-class, high-quality health care. We will:

  • Implement, evaluate and sustain evidence-based practices
  • Eliminate preventable harm to ensure exceptional quality of care

Optimizing resources to provide effective health care for the communities we serve. We will:

  • Increase our operational capacity in ambulatory, cardiac, oncology, paediatric emergency and stroke care and continue to support surgical sustainability
  • Redevelop our sites/programs to provide care close to home and respond to community needs
  • Transform digital health with a focus on hospital information system implementation
  • Innovate the care we deliver through robotics, AI and emerging technology

Inspiring a sense of belonging that supports people to be their best and do their best. We will:

Icon of four people standing together
  • Lead the recruitment and retention of our clinical teams and influence our culture by leveraging People Services initiatives

Leading and partnering to transform the health system for Osler’s communities and beyond. We will:

Icon of five people standing on circles that are connected
  • Accelerate further patient engagement and activation
  • Advance barrier-free, people-centred care for equity-deserving populations
  • Co-create system coordination and capacity through integrated care with Central West Ontario Health Team and other partners

Developing the health care providers and researchers of tomorrow. We will:

Icon of an atom
  • Foster a culture of research, teaching and learning
  • Advance academic practice partnerships

The three-year CPP gives Osler the flexibility to continuously adjust as the organization works towards the implementation of our new hospital information system in 2026, Accreditation in 2025, the transformation of Peel Memorial into Brampton’s second hospital and the rapidly evolving health care environment.
